Activist Dr Nutan Thakur today filed Petition before the Lucknow bench of Allahabad High Court  challenging the  second advertisement issued by State Government seeking applications for appointment of Chief Information Commissioner (CIC).

She said in the Petition that the State Government originally issued advertisement for CIC in November 2019 and after scrutiny of applications in January 2020, it constituted 03 member appointment committee under Chief Minister in February 2020.

Nutan said that in her pending Petition filed before the High Court for filling vacancy of CIC, Chief Secretary, UP RK Tiwari had given personal affidavit on 05 October 2020 saying that letters have been sent to members of the Committee to give dates so that the meeting can be organized. He had said the process will be completed at the earliest.

Calling this re-advertisement almost after completion of the process as completely illegal merely to delay the appointment and to appoint some Yes-man, she has prayed for cancellation of the Second Advertisement and immediate appointment as per the previous advertisement.

सीआईसी नियुक्ति द्वितीय विज्ञापन: हाई कोर्ट में याचिका दाखिल   

एक्टिविस्ट डॉ नूतन ठाकुर ने मुख्य सूचना आयुक्त के रिक्त पद को भरे जाने के संबंध में सरकार द्वारा दुबारा निकाली गयी विज्ञप्ति के संबंध में आज इलाहाबाद हाई कोर्ट की लखनऊ बेंच में याचिका दायर किया.

याचिका में उन्होंने कहा कि राज्य सरकार ने पहले इस संबंध में नवम्बर 2019 में विज्ञप्ति निकाली थी तथा जनवरी 2020 में प्राप्त आवेदनों की स्क्रीनिंग करने के बाद फ़रवरी 2020 में मुख्यमंत्री के अधीन एक 03 सदस्यीय चयन समिति का गठन भी किया जा चुका था.

नूतन ने कहा कि सीआईसी का पद भरने विषयक हाई कोर्ट में लंबित उनकी याचिका में मुख्य सचिव, उत्तर प्रदेश आरके तिवारी ने 05 अक्टूबर 2020 के अपने  व्यक्तिगत हलफनामे में कोर्ट को बताया था कि राज्य सरकार प्रक्रिया को यथाशीघ्र पूरा करने का हरसंभव प्रयास कर रही है, जिसमे चयन समिति के सदस्यों को तारीख बताने हेतु पत्र भेजा जा चुका है ताकि मीटिंग की जा सके.

उन्होंने प्रक्रिया लगभग पूर्ण होने के समय दुबारा विज्ञापन निकाले जाने को पूरी तरह अवैधानिक, जानबूझ कर देरी करने तथा किसी ख़ास आदमी को नियुक्त करने का प्रयास बताते हुए इसे निरस्त करने तथा पूर्व विज्ञप्ति के आधार पर अविलंब नियुक्ति किये जाने की प्रार्थना की है.
